Notice of Local Special Bond Election

Board of Education of Weber School District, Utah

Public Notice Is Hereby Given that a local special bond election (the “Local Special Election”) will be held in Weber School District, Utah (the “District”), at the same time as the municipal general election, on Tuesday, November 2, 2021 (“Election Day”).

The Local Special Election will be conducted by mail and ballots will be mailed to all eligible voters beginning on October 12, 2021.  Voters can return their ballot by mail, in a secure ballot drop box, or in person on Election Day, and on the dates listed below, at the Voting Assistance Center.  The polls at the Voting Assistance Center shall open at 7:00 a.m. and shall remain open until 8:00 p.m., when it will close.  Secure ballot drop off locations where ballots can be deposited twenty-four hours a day, 7 days a week beginning October 12, 2021 until 8:00 p.m. and at the Voting Assistance Center days and hours are as follows:

In order to vote in person at the election, you must present valid voter identification to the poll worker before voting, which must be (a) a valid form of photo identification that shows your name and photograph, (b) a valid tribal card, whether or not the card includes your photograph or not, or (c) two different forms of identification that show your name and current address.

There is to be no special registration of voters for the local special bond election, and the official register of voters last made or revised shall constitute the register for the local special bond election, except that all persons who reside within the District and are registered to vote in the election held on Election Day shall be considered to vote in the local special bond election.

Shall the Board of Education of Weber School District, Utah, be authorized to issue general obligation bonds (“Bonds”) in an amount not to exceed $279,000,000 and to mature in no more than twenty-one (21) years from the date or dates of issuance of such Bonds for the purpose of raising money for constructing buildings, acquiring land and furnishings and remodeling and updating existing school property under the charge of the Board, and, to the extent necessary, for providing moneys for the refunding, at or prior to the maturity thereof, of general obligation bonds of the Board authorized hereunder or heretofore issued and now outstanding?

PROPERTY TAX COST OF BONDS

If the Bonds are issued as planned, without regard to the taxes currently levied for outstanding bonds that will reduce over time, an annual property tax to pay debt service on the Bonds will be required over a period of 20 years in the estimated average amount of $146.00 on a $395,000 primary residence, and in the estimated average amount of $265.45 on a business property having the same value.

Since there are other outstanding bonds, an otherwise scheduled tax decrease may not occur if these Bonds are issued.

However, such outstanding bonds reduce over time such that the average property tax due to the issuance of the proposed Bonds is expected to have a zero net increase ($0.00) from the current annual property tax levels after the Bonds are issued on both primary residences and businesses or secondary residences in the District.

The foregoing is only an estimate and is not a limit on the amount of taxes that the governing body may be required to levy in order to pay debt service on the Bonds.  The governing body is obligated to levy taxes to the extent provided by law in order to pay the Bonds.

Notice Is Further Given that on Tuesday, November 16, 2021, that being a day no sooner than 7 days and not later than 14 days after the local special bond election, the Board of Education of the District (the “Board”) will meet at its regular meeting place, 5320 South Adams Avenue Parkway, Washington Terrace, Utah, and will canvass the returns and declare the results of the local special bond election during the Board meeting that begins at 6:00 p.m.Notice Is Further Given that on Friday, October 8, 2021, at 12:00 p.m., in the Elections Office on the first floor of the Weber Center at 2380 Washington Blvd., in Ogden, Utah, there will be conducted a test of the automatic tabulating equipment or other apparatus to be used to tabulate the results of the November local special bond election to be held in the District on the issuance of $279,000,000 general obligation bonds described above.  This test is open to public observation in accordance with the provisions of Section 20A-4-104, Utah Code.

Pursuant to applicable provisions of Sections 11-14-208 and 20A-4-403 of the Utah Code, the period allowed for any contest of the local special bond election shall end 40 days after November 16, 2021 (the date on which the results of the election are to be canvassed and the results thereof declared).  No such contest shall be maintained unless a complaint is filed with the Clerk of the Second Judicial District Court in and for Weber County, within the prescribed 40-day period.

Municipal General Election

The 2021 Municipal General Election will be held on Tuesday, November 2, 2021. Ballots will be mailed to eligible voters starting on October 12 and arrive around October 19.  Voters must be of legal voting age, citizens of the United States, and reside in the precinct in which they are registered.

Voters can verify their registration status, and view a full sample ballot for their precinct at www.vote.utah.gov

Registered voters who do not receive their ballot by October 19 should contact the Elections Office.

Ballot Drop Boxes are conveniently located at every city office, county library, and on campus at Weber State University. Drop boxes are open 24 hours a day and until 8 pm on November 2. Ballots must be postmarked no later than November 1 or placed in a drop box before 8 pm on November 2.

This election will be conducted by mail. In-person voting will be held October 27, 28, 29 and November 1 from
12 pm - 6 pm and on Election Day November 2 from 7am-8pm at the Weber Center located at 2380 Washington Blvd.

The audit committee includes three members of the Board, the District superintendent, and the business administrator. The three members of the Board report audit findings and other financial considerations to the Board. The Board is responsible for the oversight of the financial reporting process.

2012 Bond FAQ's

WHAT IS A BOND ELECTION?
The process where a public entity goes to the voters to ask for permission to borrow money for facilities.

WHEN WILL THE BOND ELECTION TAKE PLACE?
Tuesday, June 26th, 2012, in conjunction with the general primary election.

WHAT WILL BE ON THE BALLOT?
A request for voters to approve the issuance of bonds for 65 million dollars to be used for renovation and new school construction.

HOW MUCH WILL THE BOND COST EACH TAXPAYER?
The tax rate will remain the same; and therefore, property owners will see no increase in their tax rate. However, the ballot will show a $37.00 increase on a $193,000 residence, which would be the increase if the district was not restructuring current debt.

HOW CAN BOND MONEY BE USED?
Bond money can only be spent for new school construction, property for school sites, furnishings, and remodeling/renovation projects. Bond money cannot be used on operation expenses.

WHAT PROJECTS ARE PLANNED?
Money would be used for the replacement of:

West Weber Elementary (1928)
Wahlquist Jr. High (1942)
North Park Elementary (1959)
Marlon Hills Elementary (1960)
Club Heights Elementary (1942)
(Note: Marlon and Club Heights would be consolidated.)

Money would be used for a Rocky Mountain Jr. High ten-classroom addition, North Ogden Jr. High gymnasium and cafeteria expansion and other smaller construction projects throughout the district.

WHY DO SCHOOLS NEED TO BE REPLACED?
The average age of the schools being replaced is 68 years old. The oldest is 84 years old. These schools lack the safety features, accessibility to the disabled as well as the infrastructure needed for optimal education. In addition, construction costs and interest rates are at an all time low.

WHAT GROWTH IS WEBER SCHOOL DISTRICT EXPERIENCING?
The district has grown by 2,322 students in the past decade and 1,649 since the bond of 2006. We are currently using 78 portable buildings as a temporary solution for overcrowding. Growth is particularly heavy in the northern and western portions of the school district. Bonding will enable the district to better address increased enrollment.

WHAT ABOUT THE AGING SCHOOL IN MY NEIGHBORHOOD?
Weber School District officials are aware that there are other needs in our district. More than half of all schools were built before 1970. An in depth evaluation has been conducted and the schools slated for rebuilding are those in the greatest need of replacement at this time. The construction of additional schools is planned for the near future; however, doing so now would mean having a tax increase associated with the bond.

WHAT WILL HAPPEN IF THE BOND IS NOT PASSED?
The schools in our community have needs that must be addressed. Our schools continue to age and construction costs continue to increase. If the initiative did not pass it would be placed on the ballot at a later date, however, the cost to the taxpayer would likely increase.

On June 26, 2006 voters said "YES" to a $65 million dollar bond to give Weber School District the go-ahead to replace and upgrade aging school buildings. The district's plan for a new elementary school, an addition to Farr West Elementary, an addition to Hooper Elementary and a remodel at Roy High School started immediately. Future plans involve a new building for North Ogden Elementary, an addition to Valley Elementary, a new building for South Ogden Jr. High and one new additional elementary school.

"Growth is the primary factor for the need for new buildings and additions. As populations grow, obviously needs grow, so that's really what we're looking at," said district facilities director, Drew Wilson. The collaborative effort between the school system and patrons demonstrates leadership, teamwork and vision. "Together we?re facing the challenge head-on."

The new elementary school in Plain City is nearing completion with an opening date scheduled for the fall of 2007. The community of Plain City is buzzing with excitement about the new school and the resources and opportunities it will bring to the area.

The new school is a prototype of West Haven Elementary and Freedom Elementary. The building will consist of 37 classrooms, a media center, gym, cafeteria, office, computer room and an assortment of smaller areas to add flexibility to the environment and curriculum.

Also, additions to Farr West Elementary and Hooper Elementary and the remodel at Roy High School, is well on its way.

The Board of Education welcomes public input and participation at Board meetings. During the meeting, individuals or groups may address the Board concerning any agenda item subject to the following rules:

  1. Any discussion may be limited in time at the discretion of the Board President.
  2. Board members may question speakers in order to clarify the discussion.
  3. No person shall discuss complaints against individual employees of Weber School District.
  4. Individuals making presentations shall be courteous and proper. Any person who is abusive or who disrupts the meeting may be removed.
  5. Persons wishing to have an item placed on the agenda should make a written request to the Superintendent at least one week in advance of the Board meeting.
