Notice of Local Special Bond Election

Board of Education of Weber School District, Utah

Public Notice Is Hereby Given that a local special bond election (the “Local Special Election”) will be held in Weber School District, Utah (the “District”), at the same time as the municipal general election, on Tuesday, November 2, 2021 (“Election Day”).

The Local Special Election will be conducted by mail and ballots will be mailed to all eligible voters beginning on October 12, 2021.  Voters can return their ballot by mail, in a secure ballot drop box, or in person on Election Day, and on the dates listed below, at the Voting Assistance Center.  The polls at the Voting Assistance Center shall open at 7:00 a.m. and shall remain open until 8:00 p.m., when it will close.  Secure ballot drop off locations where ballots can be deposited twenty-four hours a day, 7 days a week beginning October 12, 2021 until 8:00 p.m. and at the Voting Assistance Center days and hours are as follows:

For information about alternate times and forms of voting, changes to the location of a polling place and the location of an additional polling place, voters may contact the office of the Weber County Clerk (who is acting a provider election officer for the Local Special Election) at the Weber Center at 2380 Washington Blvd. Suite #320, Ogden, Utah  84401, telephone: (801) 399-8034 or visit the County Clerk’s election website weberelections.gov.

In order to vote in person at the election, you must present valid voter identification to the poll worker before voting, which must be (a) a valid form of photo identification that shows your name and photograph, (b) a valid tribal card, whether or not the card includes your photograph or not, or (c) two different forms of identification that show your name and current address.

There is to be no special registration of voters for the local special bond election, and the official register of voters last made or revised shall constitute the register for the local special bond election, except that all persons who reside within the District and are registered to vote in the election held on Election Day shall be considered to vote in the local special bond election.

Shall the Board of Education of Weber School District, Utah, be authorized to issue general obligation bonds (“Bonds”) in an amount not to exceed $279,000,000 and to mature in no more than twenty-one (21) years from the date or dates of issuance of such Bonds for the purpose of raising money for constructing buildings, acquiring land and furnishings and remodeling and updating existing school property under the charge of the Board, and, to the extent necessary, for providing moneys for the refunding, at or prior to the maturity thereof, of general obligation bonds of the Board authorized hereunder or heretofore issued and now outstanding?

PROPERTY TAX COST OF BONDS

If the Bonds are issued as planned, without regard to the taxes currently levied for outstanding bonds that will reduce over time, an annual property tax to pay debt service on the Bonds will be required over a period of 20 years in the estimated average amount of $146.00 on a $395,000 primary residence, and in the estimated average amount of $265.45 on a business property having the same value.

Since there are other outstanding bonds, an otherwise scheduled tax decrease may not occur if these Bonds are issued.

However, such outstanding bonds reduce over time such that the average property tax due to the issuance of the proposed Bonds is expected to have a zero net increase ($0.00) from the current annual property tax levels after the Bonds are issued on both primary residences and businesses or secondary residences in the District.

The foregoing is only an estimate and is not a limit on the amount of taxes that the governing body may be required to levy in order to pay debt service on the Bonds.  The governing body is obligated to levy taxes to the extent provided by law in order to pay the Bonds.

To vote in favor of the above bond issue, select the box immediately adjacent to the words “For the Issuance of Bonds.”  To vote against the bond issue, select the box immediately adjacent to the words “Against the Issuance of Bonds.”

Notice Is Further Given that on Tuesday, November 16, 2021, that being a day no sooner than 7 days and not later than 14 days after the local special bond election, the Board of Education of the District (the “Board”) will meet at its regular meeting place, 5320 South Adams Avenue Parkway, Washington Terrace, Utah, and will canvass the returns and declare the results of the local special bond election during the Board meeting that begins at 6:00 p.m.Notice Is Further Given that on Friday, October 8, 2021, at 12:00 p.m., in the Elections Office on the first floor of the Weber Center at 2380 Washington Blvd., in Ogden, Utah, there will be conducted a test of the automatic tabulating equipment or other apparatus to be used to tabulate the results of the November local special bond election to be held in the District on the issuance of $279,000,000 general obligation bonds described above.  This test is open to public observation in accordance with the provisions of Section 20A-4-104, Utah Code.

Pursuant to applicable provisions of Sections 11-14-208 and 20A-4-403 of the Utah Code, the period allowed for any contest of the local special bond election shall end 40 days after November 16, 2021 (the date on which the results of the election are to be canvassed and the results thereof declared).  No such contest shall be maintained unless a complaint is filed with the Clerk of the Second Judicial District Court in and for Weber County, within the prescribed 40-day period.

Municipal General Election

The 2021 Municipal General Election will be held on Tuesday, November 2, 2021. Ballots will be mailed to eligible voters starting on October 12 and arrive around October 19.  Voters must be of legal voting age, citizens of the United States, and reside in the precinct in which they are registered.

Voters can verify their registration status, and view a full sample ballot for their precinct at www.vote.utah.gov

Registered voters who do not receive their ballot by October 19 should contact the Elections Office.

Ballot Drop Boxes are conveniently located at every city office, county library, and on campus at Weber State University. Drop boxes are open 24 hours a day and until 8 pm on November 2. Ballots must be postmarked no later than November 1 or placed in a drop box before 8 pm on November 2.

This election will be conducted by mail. In-person voting will be held October 27, 28, 29 and November 1 from
12 pm - 6 pm and on Election Day November 2 from 7am-8pm at the Weber Center located at 2380 Washington Blvd.

News Release: Open-Restricted Sites

Summer Meal Service Programs In 2021-2022

Weber School District is participating in the Seamless Summer Option (SSO) food service program during the 2021-2022 school year under a waiver from the United States Department of Agriculture (USDA). Meals will be provided to all children free of charge who are enrolled students registered at the school where the meal service is being offered. Meal service is restricted to this population in order to maintain safety and control for students that are enrolled at the school site. Meals will be provided to all children without charge and are the same for all children regardless of race, color, national origin, sex, age or disability, and there will be no discrimination in the course of the meal service.

Weber School District today announced its policy for providing meals for children served under the National School Lunch, and/or School Breakfast Programs. This school year, healthy meals will be offered at no cost to all students. These meals will be available every school day. Typically, a student’s household must meet income eligibility requirements to qualify for free or reduced-price meals. However, the United States Department of Agriculture (USDA) is allowing schools to waive this requirement for the 2021-2022 school year. 

Households will not be required to submit a meal application form to receive meals at no charge this school year. However, Weber School District is still collecting and processing applications for free and reduced-price meals. This is because school funding and eligibility for other programs depends on completed meal applications. Completing an application this year may also prevent a gap in benefits for your child next year.  

Each household will receive a letter informing them of the program, including contact information for any questions. Each school and/or the school nutrition office has a copy of the policy, which may be reviewed by any interested party. It is important to submit a completed meal application as soon as possible.

  • Only one meal application is needed for each household. Applications are collected at the local level; each school district or charter school has their own process for submitting applications.

Criteria for Free and Reduced-Price Meal Benefits

The following criteria will be used to determine a child’s eligibility for free or reduced-price meal benefits for School Year 2021-2022: 

Income

  1. Household income that is at or below the income eligibility levels

Categorical or Automatic Eligibility

  1. Household receiving Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF); or Food Distribution Program on Indian Reservations (FDPIR)

Program Participant 

  1. Child’s status as a foster child, homeless, runaway, migrant, or displaced by a declared disaster
  2. Child’s enrollment in Head Start or Even Start

Income Eligibility

For those households that qualify for free or reduced-price meals based on income, an adult in the household must complete the free and reduced-price meal application and return it to Genina Walton, CNP Coordinator, at . Those individuals filling out the application will need to provide the following information:

  1. Names of all household members
  2. Amount, frequency, and source of current income for each household member
  3. Last 4 digits of the Social Security number of the adult household member who signs the application or, if the adult does not have a social security number, check the box for “No Social Security number”
  4. Signature of an adult household member attesting that the information provided is correct

Categorical or Program Eligibility

Weber School District is working with local agencies to identify all children who are categorically and program eligible. Weber School District will notify the households of these children that they do not need to complete an application. Determining Eligibility

Under the provisions of the free and reduced-price meal policy, Genina Walton, CNP Coordinator, at will review applications and determine eligibility. Households or guardians dissatisfied with the Reviewing Official’s eligibility determination may wish to discuss the decision with the Reviewing Official on an informal basis. Households wishing to make a formal appeal for a hearing on the decision may make a request either orally or in writing to Kayleen Anderson, CNP Supervisor, at .

Applications may be submitted anytime during the school year. The information households provide on the application will be used to determine eligibility. Applications may also be verified by the school officials at any time during the school year.

Unexpected Circumstances

If a household member becomes unemployed or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for benefits if the household’s income falls at or below the attached current income eligibility guidelines.

Sharing Information

The information provided by the household is confidential and will be used only for purposes of determining eligibility and verifying data, unless a wavier releasing the use of the information for other specific programs is signed by the parent or guardian. Families who are notified of categorical or automatic eligibility (directly certified) will receive a wavier release form for their signature with the notification letter. The household name and address will be given to the Children’s Health Insurance Program (CHIP) unless “No” is checked on the back of the application.

Supplemental Nutrition Program for Women, Infants & Children (WIC) may be eligible for free or reduced-price meals. Individuals should complete an application for free and reduced-price meals and return it to the school where the child is enrolled. The family will be notified of the child’s eligibility.

Vaccination Clinics

The Weber Morgan Health Department and Nomi Health (https://nomihealth.com) are offering free COVID-19 vaccinations to students 12 years and older and their families. Due to the fact that we have received many requests from parents to provide opportunities for students to be vaccinated, we are offering up our secondary schools as vaccination sites as a service and convenience for our patrons. BOOST DOSE

Individuals interested in being vaccinated may either schedule a formal appointment at the school site they desire or walk in to any of our school sites on their scheduled vaccination dates and during the 2:00-6:00 pm time frame. A few things to plan for as you schedule your appointment:

  • Pfizer will be the vaccine administered. A prime dose (first shot) and boost dose (second shot) should be scheduled, three weeks apart. 
  • Vaccine appointments may be scheduled at any of our secondary school sites. Individuals administered the first dose will receive a CDC card and will need to bring it to the site they schedule for their second dose three weeks later.
  • Students (ages 12 years and older), parents and school employees are eligible to receive the Pfizer vaccination at our school sites.
  • Health care personnel will be wearing masks in the vaccination area to protect themselves and others. For their personal safety, these health care professionals will ask that those coming to receive a vaccination wear a mask or face covering during the process.
  • The vaccination “boost” or second dose will take place in the same location within each school as the “prime” or first dose.
  • The parent/guardian of the student must provide permission for the student to be vaccinated if the student is under 18 years of age.

Parent Letter - August 3, 2021

Dear Parents, Students and Families of Weber School District:

We are excited to welcome you back to the 2021-22 school year! Our teachers are so excited to meet your children as we return to school. There’s no doubt that the last school year was a tremendous challenge for every one of us. While last year may have been one of the most difficult school years, we believe that this upcoming year may be one of the most important! We have been preparing all summer for the return of your students. Following are important informational matters as we begin the 2021-22 school year:

Academic Learning Loss

Learning may have been disrupted for some students due to a variety of factors related to the pandemic. Under the direction of our curriculum department (led by Sheri Heiter) we have carefully analyzed student data to determine areas that we may need to focus on as we rebound from the effects of the pandemic. Teachers have gone through professional training in important areas and are even better prepared to address potential areas of academic learning loss. Our school district has strategically distributed Federal Elementary and Secondary Schools Emergency Relief (ESSER) funds directly to schools and they will be developing plans to work carefully with students and families. We encourage you to speak to your principal for local community plans to support student learning.

Face Masks

We understand that as a state and nation we are beginning to experience another spike in COVID-19 case counts. Local and state health officials are beginning to recommend the wearing of face masks when in-doors. While we will invite those who choose to wear a mask in school to do so, we will not require the face coverings. In fact, during the last session, the Utah Legislature passed HB 1007 which prohibits school districts from requiring face coverings in school during this upcoming school year.

Test to Play

Last year, our high school athletes and students participating in extracurricular activities went through “test to play” protocols every two weeks. We will not begin the school year requiring these students to test regularly in order to participate; however, should case counts begin to rise at a local level, we may strategically institute the “test to play” protocol in order to keep our students playing.

Contact Tracing and Quarantining

We will still be required by the health department to contact trace, notify and inform students and employees who have been exposed to COVID-19. Any student or employee who has:

  1. Been fully vaccinated;
  2. Had COVID-19 within the last 180 days; 
  3. You and the person who tested positive were both wearing masks at the time of the exposure;
  4. You were wearing an N95 or KN95 mask, even if the person who tested positive was not wearing a mask.

will be exempt from the recommendation to quarantine. Education leaders across the state have worked with health department officials and legislative leaders to also exempt from the quarantine recommendation those students or employees who agree to wear a mask for the 10-day quarantine period so that they can remain in school.

Test to Stay

Our goal this year is to keep students in school! Test to Stay is one more tool that the legislature has provided to help us achieve that goal. Last year, the health department and governor’s office implemented a 1% threshold that required schools with 1% of their overall school population testing positive for COVID-19 (or 15 for schools with enrollment less than 1500) to move into a two-week school closure. This year, SB 107 doubled that threshold to 2% (or 30 for schools with less than 1500 students). Fortunately, SB 107 now provides a way to keep students in school. This is how SB 107 outlines the “Test to Stay’ option: should a school hit that threshold in positive COVID-19 case counts a “Test to Stay” strategy would be implemented. Those students who test negative (trained personnel would administer the test) or who are fully vaccinated could continue attending school in-person. Those who test positive (or refuse to test) would simply move to online learning for a ten-day period. It should be noted that with the 2% threshold, Weber School District would never have had to close one of our schools last year.

COVID-19 Vaccinations

The Weber School District will not require students to be vaccinated against COVID-19. However, we will partner with the Weber Morgan Health Department to sponsor an after-school clinic for those families who choose to vaccinate their children ages 12-18. Those clinics will be held at select secondary schools during the week of August 30th. A follow-up clinic will be held exactly four weeks after that date at the same location. Of course, participation in one of these vaccine clinics is completely voluntary. Additional information will be sent to you from your child’s school.

This information represents the latest guidance from the Utah State Legislature and the Governor’s Office. We recognize that things could change and new laws would then dictate our policies and practices. As a school board and superintendent, we wish to express to each of you how much we appreciate your remarkable support. We believe we have the finest parents, students and families anywhere! As we work together on behalf of children, we are confident that we can continue to navigate any complexity encountered. Reporting Harassment / Discrimination

Any person may report sex discrimination, including sexual harassment in person, by mail, by telephone, or by electronic mail, using the contact information listed for the Title IX coordinator, or by any other means that results in the Title IX Coordinator receiving the person’s verbal or written report. 


Sexual Harassment Prohibited by Title IX


Sexual harassment prohibited by Title IX means conduct on the basis of sex that satisfies one or more of the following:

    1.   An employee of the District conditions the provision of an aid, benefit, or service of the District on
          an individual’s participation in unwelcome sexual misconduct; (quid pro quo)
    2.   Unwelcome conduct determined by a reasonable person to be so severe, pervasive, and objectively
            offensive that it effectively denies a person equal access to the District’s educational program or
            activity;
    3.   “Sexual assault” as defined in 20 U.S.C. 1092(f)(6)(A)(v), “dating violence” as defined in 34 U.S.C.
            12291 (a)(10), “domestic violence” as defined in 34 U.S.C. 12291(a)(8), or “stalking” as defined in
            34 U.S.C. 12291(a)(30) 

Alleged conduct that does not rise to the level of the sexual harassment under Title IX will be addressed in accordance with other District policies that prohibit sexual harassment and/or sex-based discrimination, or other forms of inappropriate conduct, as is deemed appropriate.
